The new cases bring the active total to 124 with 2183 cases in total for this outbreak.
This comes as 40 new close exposure sites were listed in the ACT, including a Qantas flight from Sydney to Canberra.
There are three people in hospital because of COVID with none in intensive care.
There were 4516 negative tests received in the 24 hours to 9am Tuesday.
Meantime, the percentage of the eligible population who are now fully vaccinated has reached 98.4 per cent.
Testing demand soars in the lead up to Christmas
All COVID-19 testing clinics across the ACT have at least one hour wait time, with sites at Kambah and Mitchell at over two hours.
This comes after testing sites at Garran and Mitchell reached capacity and closed at 8.25pm Monday night.
ACT Health have encouraged people to visit clinics in Garran and Nicholls, or Capitol Pathology in Holt due to the shorter wait time.

NSW has recorded 3057 COVID-19 cases and two deaths, a jump of more than 500 cases compared to the previous day.
The new cases were diagnosed from 136,872 tests undertaken in the 24-hours to 8pm on Monday.
There are 284 patients in hospital, 39 of them in ICU.
In the 12 to 15-year-old age group, 81.4 per cent have received their first dose and 78.1 per cent have had their second.
Victoria has recorded another six deaths from COVID-19 and 1245 new cases.
