The Australian Electoral Commission has incumbent Labor MP Fiona Phillips ahead of Liberal candidate Andrew Constance.

Ms Phillips was in Labor's partyroom meeting on Tuesday and was acknowledged by Prime Minister Anthony Albanese, who joked she should be known as "77".

She leads the current count by 222 votes, with preference flow seeing her lead the race despite having just 36 per cent of the primary vote compared with Mr Constance's 42 per cent

Meanwhile, incumbent Liberal MP Michael Sukkar is 663 votes clear of Labor candidate Matt Gregg in the Victorian seat Deakin, the other electorate that still officially remains in doubt.

That follows ABC election analyst Antony Green calling the Melbourne-based seat of Macnamara for Labor's Josh Burns on Monday, taking Mr Albanese's party past the 76-seat threshold for a majority government.

It appears Labor will govern with 77 seats, the coalition will have 58 and the Greens four, with the remaining 12 shared between various independents.

Mr Albanese is set to announce his cabinet on Tuesday following the first post-election caucus meeting in Canberra.

The frontbench will be formally sworn in at a ceremony at Government House on Wednesday.

It is expected the cabinet will include a record number of women and promotions to the ministry for up-and-coming talent including Queensland's Anika Wells and NSW MP Kristy McBain.
