Former fair trading commissioner and lawyer Rose Webb will be the parliament's first independent complaints officer, the president of the Legislative Council Matthew Mason-Cox and Speaker of the Legislative Assembly Jonathan O'Dea announced on Thursday.

Ms Webb will receive and investigate confidential complaints over alleged breaches of the MPs' code of conduct.

Under the code all MPs promise to uphold public trust, respect the law and use their influence for good.

The complaints officer will also be able to take anonymous complaints about bullying, harassment and inappropriate behaviour.

Reports of less serious matters, including misconduct that falls short of being corrupt, or failures to disclose pecuniary interests, will also fall under her remit.

Ms Webb was selected by an independent selection panel.

It comes after the parliament passed a resolution in March to establish an independent officer, with the power to expeditiously and judiciously deal with low-level, minor misconduct matters.

"Ms Webb is a former senior public servant with extensive experience in a regulatory environment, including the establishment of regulatory bodies," Mr Mason-Cox said.

Ms Webb was in the process of finalising her contract.

It comes as the state government deals with a number of misconduct allegations, including against former investment minister Stuart Ayres, who recently resigned over concerns that he may have breached the ministerial code of conduct.

Former fair trading minister Eleni Petinos was also sacked by Premier Dominic Perrottet less than two weeks ago, after allegations of bullying in her office.

The government is also bracing for an independent report on the parliament's workplace culture by former sex discrimination commissioner Elizabeth Broderick. The report is due to be delivered on Friday.
