The ACT government is still owed revenue from 18,000 of the 100,000 parking fines issued in the 2015-16 financial year.
Only 1682 unpaid tickets ended up the subject of a court hearing in the ACT, while about 3500 resulted in sanctions, including license registration suspensions or the right to drive a vehicle in the ACT.
Although about 37,000 fines were disputed as of August, only 6749 were withdrawn, including 1930 based on a good driving record, 1660 because of an incorrectly displayed parking ticket or mobility parking permit and 747 for a medical emergency.
An average of 15 parking inspectors patrol the ACT daily.
Senior manager at Transport Licensing and Access Canberra Brett Swale said a portion of fines were yet to be paid because the financial year had recently ended and some were yet to be withdrawn.
People in the ACT have 28 days to dispute a parking fine after a reminder notice has been issued.
"As the 2016-17 year progresses that number will come down," he said.
"Then there are some people who have infringement notices that go unpaid because they don't have the means to pay them, and what the government has done is organise a payment plan for them where people can come into our office and arrange to pay them off over a period of time."
He said the value of unpaid fines had stagnated in recent years but that all were eventually chased up with reminder notices, sanction notices, payment plans or court action.
"We certainly have a system in place where we follow them all up," he said.
"The message we really want people to know is if they are having difficulty paying either a parking or traffic infringement, get in touch with us because we can let you pay it over a period of time."
The ACT government collected $11.4 million from parking fines in the 2014-15 financial year, a 25 per cent increase on the $9.13 million claimed a year earlier.
Issuing a parking ticket in Canberra costs close to $43 per fine, but increases to $471 should a fine be withdrawn.
Disputed tickets that end up registered with the ACT Magistrates Court cost $5123.
In January, The Canberra Times reported that a Canberra woman with paraplegia was fined $228 for parking in a disabled space at a Woden shopping centre because she did not display her ACT permit without a plastic sleeve, despite displaying a mobility parking permit in the windscreen of her specially modified car.
