Liberal leader Zed Seselja, who vowed throughout his campaign to overturn Labor's 20-year tax package if elected, said yesterday there was ''scope for discussion'' with Mr Rattenbury on the issue.

Mr Seselja made his comments after Mr Rattenbury said he would adhere to his party's tax reform policy of supporting Labor's changes to the territory's tax base.

But the Liberals leader said the party would not be supporting ''massive increases to people's rates in order to pay for the changes''.

Chief Minister Katy Gallagher said Mr Seselja had spent months attacking Labor's tax reforms and was now putting his party's central campaign message up for negotiation ''to get the top job''.

The Canberra Liberals staked their entire campaign for the October 20 poll on the controversial claim that the Labor and Greens tax plans would ''triple'' household rates throughout Canberra, a claim denied by the two other parties.

Mr Rattenbury said yesterday that he stood by the Greens' decision to support Labor deputy leader Andrew Barr's tax reforms, which include phasing out stamp duty and abolishing insurance levies.

Mr Seselja said later that there was room for negotiation in talks with Mr Rattenbury this week.

''We certainly won't be supporting massive increases in people's rates in order to pay for other changes,'' he said. ''I think there is scope for discussions there.

''I don't think that anyone who's in government would be proceeding with the tax changes as planned.''

The Canberra Liberals leader also predicted that a Labor-Greens minority government would scale back the tax reform package.

''I've got no doubt that if Labor were to get a fourth term that they would not stick with the tax reform as it stands,'' he said. ''I would expect that they would wind it back because I don't think they would want to have the reaction from people as they see their rates increase.

''Whether they would undo the whole thing or whether they would make changes to make it more palatable, I've got no doubt that given what we've seen in this election, whether it's the Labor Party in power, whether it's the Liberal Party in government, that tax reform won't be going ahead as planned.''

Mr Rattenbury said ACT Labor's reforms would provide more financial security for the territory in the long term and were more equitable.

''So, certainly any discussions that I'm having with the Liberal Party will clearly need to address that issue and look at whether common ground can be found,'' he said.

Ms Gallagher said Mr Seselja ''continues to perpetuate lies'' and ACT Labor remained committed to its tax reform package if it formed government.

''I would find that completely amazing that their entire campaign is now all up for negotiation to get the top job,'' she said.

''He pinned his sail to that mast and now is saying we're prepared to negotiate.''

Ms Gallagher said the Canberra Liberals leader could not ''pick and choose'' when it came to tax reform.

''He cannot say we'll negotiate other areas of tax reform,'' she said. ''You either get rid of stamp duty or you don't.

''You get rid of insurance duty or you don't.

''You have to recover that revenue somehow.

''If you were to abolish stamp duty and those other taxes, rates have to be involved somehow.''
