Police said a 21-year-old NSW man lost control of his car and smashed into a distribution pillar in the front yard of a De Bortoli Street home about 9.40am.
Police cordoned off the area while ActewAGL staff tried to repair the damage.
The man was found to hold a provisional licence and blew a positive reading on his roadside breath test.
He was arrested and taken to Gungahlin Police Station, where he blew 0.113. The blood alcohol limit for P-platers is 0.00.
The man's licence was immediately suspended and he will appear before the ACT Magistrates Court at a later date for drink driving and other traffic offences.
ActewAGL restored power to 30 Harrison homes by 2.10pm.
