Both Labor and the Liberals have left it until the eleventh hour to submit major election policies to Treasury for costing, prompting concerns they will not be scrutinised by polling day.

Treasury will stop publicly releasing costings of party policies by 10pm Thursday, and is, on average, taking three to four days to scrutinise each election pledge it receives.
Despite the looming deadline, both parties were yet to submit significant policies by mid-afternoon Wednesday.
The Liberals had not given Treasury their bus policy for costing, despite it being announced months ago.
Their complex tax and rates plan was only announced on Thursday morning, meaning Treasury will have one day to scrutinise it.
Labor has also left it until the last moment to submit its plan for a major expansion of Canberra Hospital, a policy that was announced in early September.
As of Wednesday afternoon, Treasury was still working through a glut of policies from all three major parties.
The directorate was still costing 19 policies announced from the Liberals, 14 from Labor, and three from the Greens, according to its website.
A spokeswoman said the directorate would work to cost all of the parties' commitments by the deadline.
"ACT Treasury will endeavour to cost all election commitments received and publicly release them on its website by 10pm, Thursday 13 October 2016," she said.
Spokesmen for both Labor and the Liberals said all policies that require costings would be submitted in time. The bus and hospital plans were to be submitted late on Wednesday.
The policies have been major components of both parties' campaigns.
The Liberals positioned their bus plan as an alternative to light rail, offering a complete overhaul of Canberra's bus network, promising six new express lines, a simplified timetable and routes designed to mirror commuter driving patterns
Labor's hospital announcement was a key offering in its re-election bid, promising a $650 million package that included a new emergency department and an expansion to the new women and children's hospital.
Meanwhile, Elections ACT has also announced that the blackout on radio and television advertising will begin on Thursday.
Elections ACT said it had already issued more than 61,000 pre-poll and postal votes by Wednesday morning.
Pre-polling continues until 8pm Friday, but Electoral Commissioner Phil Green urged pre-polling voters to consider voting earlier, to avoid the last and typically busiest day.
"At past elections, the Friday before polling day has been the busiest pre-poll voting day," he said.
"If this trend continues at this election, voters can expect to encounter queues at the pre-poll centres on Friday. Voters might like to consider voting either today or tomorrow rather than Friday if possible."
Eighty-one polling locations will be open across Canberra on polling day.
