Labor has also announced a motorsports package that would give $200,000 to Canberra's kart racing club for upgrades to the Circuit Mark Webber track, and $400,000 over four years for subsidised motorsports training.

They would also explore whether the ACT could bid for the World Rally Championships and Asia Pacific Rally Championship Series.

But there was no money for the construction of a new dragway in Canberra, something long lobbied for by motoring enthusiasts and others, including independent Joel McKay.

The motorsports announcement was made by Labor's Mick Gentleman, who is a rally driver, and Sports Minister Yvette Berry.

The Greens, meanwhile, are maintaining their focus on housing affordability, announcing they would push for 10 per cent of all urban infill sites owned by the government to be dedicated to affordable housing.

Greens housing spokeswoman Veronica Wensing said the two major parties had failed to properly alleviate worsening house prices, and needed to do more.

"Our 10 per cent requirement will ensure that we have more affordable housing maintained in the inner north and south," she said.

Plans for a new Canberra Theatre complex have been discussed for many years. A 2009 feasibility study showed that a venue of up to 2000 seats was viable for Canberra, a capacity significantly greater than the current 1200-seat facility.

Labor would pay for a detailed business case for the new theatre, and wants construction to start in the early 2020s, after the next term of government.

A commitment to complete stage two of the Belconnen Arts Centre has also been made, something Labor has costed at $17 million.

The plan would see a grant made available for the Belconnen Arts Centre to buy equipment for architectural projection artwork, which would see the building lit up in a similar style to Enlighten.

The Liberals made a similar announcement last week, but said it would cost $15 million.

The centre has been lobbying the government to commit to further works, which would transform it into a multimillion-dollar lakeside live performance venue.
