The ACT government has been called upon to review its payroll tax exemption for people with a disability after advocates said its success was "limited".

The concession for up to $4000 was trialled from 2013 to 2016 as a way of in getting people aged 17 to 24 with disabilities into jobs.
But during an inquiry into the employment of people with a disability in the ACT public service earlier in the year, the ACT Council of Social Service highlighted the minimal role it played in helping people stay employed.
ACTCOSS executive director Susan Helyer told the committee the exemption risked propping up businesses that weren't "sustainable" without the incentive.
Advocacy manager Craig Wallace said after the trial there was no evaluation to see if it "actually resulted in appreciable improvements".
One of the committee's 32 recommendations was that government evaluate the disability payroll tax concession scheme and publish the findings.
People with a Disability ACT executive officer Robert Altamore said that investment would be better spent directly supporting people with a disability in their employment.
"For example if they need extra support getting ready for work in the morning or taxi vouchers for getting to work, things that aren't covered by the NDIS," Mr Altamore said.
"The payroll tax concession is a financial benefit for the employer, which doesn't address the real problem for people with a disability that is the additional cost of working."
The committee also heard the NDIS rollout presented some "structural barriers" for disabled jobseekers.
"We are finding that there is a very low level, there are very low percentages, of people having employment support included within their packages. In our submission we highlight one provider who has told us that because there is an insufficient number of people coming through with employment in their packages under the NDIS, they are unable to provide the relevant support to enable those folks to obtain work where they know the jobs exist," the committee said.
"These are jobs within the ACT public service or contracted to the public service, but they cannot assist them to fill those positions because the packages do not actually have the funding."
Mr Altamore believed this was where the redirected payroll concessions in the ACT could make a difference.
"The basic problem is we want the person to be employed and an incentive to an employer doesn't address the issues for person trying to get employment," Mr Altamore said.
About 21,000 of the 216,000 people employed in the ACT work in the ACT Public Service.
Of that, only 458 people identify as having a disability.
The ACT government's Disability Employment Strategy set a target of 655 employees with a disability, a doubling of the headcount in June 2010, however the public service is yet to meet that target.
The committee will also call on government to ensure all technology purchased was disability accessible, and to bring in an anonymous reporting process for people with a disability that will be included in the annual State of the Service report.
