Big bottle shops would also see their licence fees increased while those of small bars would be cut, with the extra funds funnelled into an education program about responsible drinking, according to a bill due to be introduced into the Legislative Assembly on Thursday.

Under the draft laws, the ACT's Fair Trading Commissioner would also have the power to force licensees to install security cameras around their venue

The package would also include provisions to amend the legal definition of 'intoxicated' to include impairment from drugs or a mix of drugs and alcohol.

The laws would firm up vendors' rights to evict drunk patrons from their venues and make it an offence for punters to try and re-enter the premises or hang around.

It also gives the Fair Trading Commissioner the power to impose conditions, such as no glass or shots after midnight, as part of the liquor licence.

The draft laws would mean the Attorney-General could outlaw the sale of alcohol products that appeared to be targeted at children or young people.

ACT Attorney-General Gordon Ramsay said the bill struck a balance between promoting Canberra's nightlife and keeping people safe.

"These amendments will strengthen the existing harm minimisation measures in the territory's liquor legislation and give licensees appropriate powers to deal with difficult patrons," Mr Ramsay said.

The territory government backed away from a suite of changes to alcohol regulation last year after a public backlash over what some in the hospitality sector described as "lock-out laws in disguise".

The government had planned to dramatically jack up fees for nightclubs which stayed open after 3am but shelved the plan before the October election.

The draft legislation also contains provisions to cut red tape for liquor licensees.

Venues with a limit of 150 people that shut earlier than 2am would pay a reduced annual licence fee.

Vendors would no longer have to reapply for their licences every one to three years and licensees could trade outside of their normal hours for up to six events per year.

Nick Tuckwell, who owns White Rabbit Cocktail Room, said any reduction in red tape was a welcome relief for Canberra's small bars.

When he rebranded his bar from Kremlin to White Rabbit two years ago, he was faced with a mountain of paperwork.

"As a small bar I think introducing legislation that caters for small bars and larger clubs separately is fantastic," Mr Tuckwell said.

"We've seen a big increase in these venues in the last two to three years and they've definitely improved the vibrancy of the city.

"As owner operators, we're with customers and on the floor, we don't sit in offices all day so for us it's hours of extra work that needs to be done."

Bentspoke owner Richard Watkins said the ability to turn away drunk patrons would make his bar safer.

"Sometimes you have someone who's intoxicated from another venue, they come into our venue, we refuse to serve them but they can just stay around, we can't move them on," Mr Watkins said

"Currently you have to call the police and no one likes to call the police because other patrons don't like seeing the police turn up. Now staff will be able to handle it in-house which is a good thing."

Alcohol Tobacco and Other Drug Association ACT (ATODA) chief executive Carrie Fowlie said the organisation was particularly pleased the extra money taken in from higher licensing fees go into alcohol education programs.

"Further, ATODA is keen for these funds to be hypothecated, which means that rather than going into consolidated revenue they would be separately earmarked for exclusive use for ongoing evidence-based alcohol education in the community," Ms Fowlie said.
