The Productivity Commission released its Report on Government Services on Thursday, which includes data on the performance of various correctional systems across the nation.

The ACT recorded high average rates of breakout attempts, prison-based assaults, and a high average cost per prisoners.

Those statistics, which the Productivity Commission warns against comparing across jurisdictions, may be influenced by the ACT's relatively small number of prisoners, which is based on an average daily prisoner population of 259.

That compares, for example, to NSW's average prison population of 9,752, Victoria's prison population of 4,831, and South Australia's prison population of 2,078.

The ACT recorded the highest number of assaults in custody in the nation, with 15.84 assaults per 100 prisoners, well above the national average of 8.3.

The number of escapes was also the highest in the country, with 13.25 per 100 prisoners. That was also far greater than the average of 3.1 breakouts per 100 prisoners.

The cost of housing each prisoner was also high, with a real net operating expenditure of $313.27 per prisoner per day, far above the national average of $226.13.

Opposition Leader and Shadow Corrections Minister Zed Seselja described the statistics as "worrying".

“This is a dreadful result for the Territory – the prison should be an important part of our law and justice system, instead it is simply the most expensive, most violent and least secure in the country," Mr Seselja said.

“Another report, another exposure, another failure. That is the pattern of this government after 11 years,” he said.

Fairfax Media has sought a response from Corrections Minister Shane Rattenbury.
