The turnaround from last year's slow growth in the jobless rate is revealed in the bureau's monthly survey of the labour force, issued on Thursday.
The revised figures show a relatively rapid decline this year. Previously, the bureau had indicated unemployment was slowly rising in the ACT.
Unlike the states, the ACT's jobless rate is expressed in trend terms, not seasonally adjusted.
The territory's unemployment rate for May is given as 4.1 per cent, compared to the 4.6 per cent reported a month ago for April.
However the April rate has been revised down to 4.2 per cent in the latest publication.
The bureau reported 154,900 people had full-time jobs in the territory in May, another 56,100 had part-time work and 9000 people were looking for work.
Treasurer Andrew Barr said after the softening in the territory's labour market in the past year, the decrease in the unemployment rate was welcome news for job seekers.
''It's encouraging to see that Canberra has the lowest unemployment rate in the country, and the second highest participation rate, which demonstrate the underlying strength of our economy,'' he said.
