In its Housing Affordability Report for the December quarter issued this week, the institute stated that despite a decline in affordability over the past few months the capital held onto its six year title as the most affordable state or territory for potential buyers.
The ACT has held the top position since March 2006.
The capital - alongside New South Wales, South Australia and the Northern Territory - recorded an increase in the proportion of income required to meet loan repayments, rising to 18.6 per cent.
Despite the increase, the figure for the territory remains more than 14 per cent below the national average.
Rents in the capital however are among the most expensive in Australia and the institute stated that rental affordability had worsened over the quarter.
