Chief Minister Andrew Barr announced a ministerial reshuffle on Tuesday, a day after Ms Berry was elected to the frontbench by the Labor caucus.

Newly created portfolios include urban renewal and transport reform, and Ms Berry will serve as assistant minister for social inclusion and equality.

Mr Barr said the new areas of responsibility reflected the government's priorities for 2015 and an evaluation of performance of cabinet members would come at the start of the 2016 election year.

As expected, major portfolio areas including treasury and economic development remain with Mr Barr, while Simon Corbell retains responsibility for light rail, health, environment and the Attorney-General's portfolio.

Minister Joy Burch avoided a demotion after a messy reversal of her decision to allow $50 notes to be used in territory poker machines. Ms Burch will retain responsibility for education, police and emergency services, disability and the arts.

Greens minister Shane Rattenbury retains municipal services, justice, sport and recreation and takes on the junior transport reform ministry.

Mick Gentleman retains planning and industrial relations, while adding the new portfolio of roads and parking.

The reshuffle comes after former chief minister Katy Gallagher resigned from the Legislative Assembly in December, ahead of a move to the Senate. Mr Barr's former chief of staff Meegan Fitzharris has joined the Labor caucus after winning a countback in the seat of Molonglo.

Mr Barr said Ms Berry would make a valuable contribution to the government in her new portfolios, including advocating for a diverse range of Canberrans.

"These are areas Yvette and I share a great passion, and we have worked closely together over the last few years to start to progress a range of reforms related to equality and social inclusion," he said.

"I look forward to that work continuing."

Mr Barr will retain responsibility for the Mr Fluffy loose-fill asbestos home buy back scheme and a new cabinet sub-committee on transport will also be created.

Ms Berry said her priorities including advocating for sole parents and engaging residents in public housing in the Northbourne Avenue corridor.

"In my background I have already worked with people from culturally diverse backgrounds and also experience everyday women being treated unequally, people with disabilities being treated unequally, young people not having a voice in our community," she said.

The creation of ministries for urban renewal and roads come as Mr Barr seeks to promote Canberra's local communities and job creation.

He said the roads and parking portfolio would see effective management of roads in growing areas including Tuggeranong, Belconnen, the Molonglo Valley and Gungahlin.

Mr Barr stressed better coordination of road works and parking needs, citing this month's frustration over sewer works on Tharwa Drive and the coming light rail development as examples of the need for effective cross-agency management.

"I want to ensure through the next two years in particular as there are a number of significant transport related projects, that there is greater integration across the territory government and having a minister responsible for roads and parking is an important indication of the government's priorities."

Opposition Leader Jeremy Hanson called the changes "an incoherent jumble of portfolios" which saw ministerial responsibilities overlapping.

"I don't see that this is going to end well. I think you will have ministers squabbling, competing for space," Mr Hanson said.

He slammed Ms Burch's reappointment to education and gaming and said the community would be better served by her removal.

Mr Hanson ruled out changes to his shadow frontbench before the 2016 election.
