The chief executive of the ACT Education Directorate Diane Joseph has hedged that "limited" information may be released on the incident when the inquiry hands down its findings.

On Wednesday, ACT Education Minister Joy Burch was forced to set a three-week deadline on the inquiry concluding its investigation after she came under fire from the opposition and school groups over the 10-week lag in resolving the matter since it broke national headlines on April 2.

But Ms Joseph remained circumspect on whether privacy provisions regarding the school and staff involved would lead to the report being partly or largely withheld.

"Once the report is received, a delegate then makes a decision within the framework of any enterprise agreement that may affect any employees and then … appropriate decisions will be made from that report," she said.

"Once we get a report regarding an human resources matter we cannot compromise outcomes from that report either and because there are human resources matters there may be limited information we could say at that point in time as well."

She said there was "potential for limited information to be released regarding any human resource investigation that is undertaken under an appropriate employment agreement".

When asked to clarify specifically what information would be passed on to the public, a directorate spokeswoman said "The directorate certainly understands there will be appropriate information that the community will need to know and will be taking immediate action to provide that information, subject to any privacy requirements for students, families and staff."

In response to direct criticism from parents at the school that they were suffering anxiety and stress throughout the past weeks, the directorate set up a phone hotline on Wednesday afternoon.

But by close of business on Thursday it had only received one call.

Meanwhile, parents and members of the community who wished to highlight specific experiences they had with the school system as it related to students with autism have been invited to write a formal submission.

As a long-term response to the cage incident, the government announced a wide-ranging expert panel inquiry into "Students with Complex Needs and Challenging Behaviours".

Ms Burch appointed Professor Anthony Shaddock, Paediatrician Dr Sue Packer and ACT Human Rights Commissioner Alasdair Roy to look at systemic approaches and support for challenging and vulnerable students.

The panel would like to hear from schools, teachers, professionals, families, students and anyone who may be concerned about these issues and to hear suggestions on how to "improve policy and practice in ACT schools".

Submissions are due by 31 July 2015 and can be emailed to expert.panel@act.gov.au

The expert panel is expected to report to government within six months.
