For the fourth time she will take part in the Great Victorian Bike Ride.
The 610-kilometre journey crosses the width of Victoria and takes cyclists from Mount Gambier, near the South Australian border, to Geelong along the Great Ocean Road.
The event, held in November, has been going for 30 years and after Ms Harper joined 5000 other cyclists and signed up this year she became the 100,000th entrant in the ride's history.
''I did aid work overseas for 12 years before becoming a public servant, so I have ridden all over the world,'' she said.
Ms Harper leads cyclists on social rides throughout Canberra on Sundays for Pedal Power.
''Malawi, East Timor, Zimbabwe, Pakistan, Jordan and Ghana but Australia is the No.1 place to ride,'' she said.
The Great Victorian Bike Ride has covered a total of 17,640 kilometres through 135 towns, while riders have drunk 169,485 litres of milk, set up 263 campsites and eaten 563,760 oranges.
