An analysis of the ACT government's 2014 budget by the Sunday Canberra Times, dividing new and continuing infrastructure spending into the five proposed 2016 electorates, found the city's outer suburbs were seeing less money than their neighbours.

But an ACT government spokesperson said money had been invested in all areas of the territory and infrastructure built in one area often benefited the whole of Canberra.

While the inner city electorate of Kurrajong was set to benefit from about $143 million in capital works spending, the Brindabella and Ginninderra electorates – covering Belconnen and Tuggeranong respectively – received only $98 million in total.

Meanwhile, there was $80 million in projects allocated to the Yerrabi electorate, which will encompass Gungahlin and a few eastern Belconnen suburbs.

The Murrumbidgee electorate, which spans Weston Creek and Woden, received $237 million in new and continuing projects – the most in the ACT – predominantly to help construct amenities for the new Molonglo suburbs.

Spending on stage one of the Capital Metro project was excluded, as was money for health improvements and some major road projects, such as the Majura Parkway.

Tuggeranong Community Council acting president Glenys Patulny said there was a feeling in Canberra's south that their residents had been forgotten.

"We need to recognise that there needs to be new money spent on new areas, but there is a feeling that nothing has happened in our area for a long time," she said.

"People comment that there's not many people around because young people have to leave the area to get any sort of education ... there needs to be more happening in the area."

Ms Patulny said she would like to see a new CIT in the Tuggeranong area, possibly with a university sub-campus attached, to provide education opportunities in the area.

But Belconnen Community Council chair Tara Cheyne said it wasn't about the amount of money being spent, but rather the quality of services provided.

"While the council is always willing to see better or more infrastructure where it's needed, in our opinion, Belconnen already benefits from a large amount of good amenity and infrastructure," she said.

The government spokesman said past budgets had already focused on establishing new infrastructure in areas such as Gungahlin, Tuggeranong, Kingston Foreshore, North Watson and West Belconnen.

"Funds are allocated in every budget to roads, public transport, paths, schools, healthcare and local shops Canberra-wide," he said.

"This trend of investment for Canberra will continue in the forthcoming budget."

Opposition leader Jeremy Hanson said there had been less money to spend across the ACT due to the government's determination to build light rail.

"There will be less money available for vital infrastructure around Canberra and particularly in the outer lying suburbs," he said.

"It's not just Tuggeranong and Belconnen but other parts of Canberra are also being neglected by the ACT Labor government. There is a huge amount of urban decay at local suburban shops, as well as a lack of amenities."
