ACT police said children were at the Gungahlin Early Childhood Centre when they received reports of vehicles doing burnouts in the car park about 2pm Monday.
They said they saw "a number of tyre marks in the gravel car park" when they arrived. After further investigation, police identified and seized some vehicles.
Two 17-year-old boys were summonsed to appear before the ACT Children's Court in relation to the matter.
The vehicles may be seized by police for up to 90 days under Section 5 of the Road Transport Act 1999.
