Police charged the Pearce man after attending the Shoalhaven Correctional Centre at about 11am on Sunday.
A search found 1.9 grams of what police believe to be heroin and an amount of drug paraphernalia, including syringes.
"Police alleged that Corrective Service officers had cause to search the man and his car," a statement said.
The man was issued with a court attendance notice for possession of a prohibited drug, bringing drugs into a correctional centre and bringing syringes into a correctional centre.
The man is expected to appear before the Nowra Local Court on November 4.
