The Bureau of Meteorology confirmed that some areas also experienced a small dumping of hail in the intense storm.
"But there could have been a larger total falling within a smaller period of time," he added.
The burst of wild weather was due to a line of thunderstorms moving east across the ACT, Mr Notara said.
"There were 50 kilometre per hour winds, heavy rain and even small pieces of hail in some areas."
Mr Notara said the storm was expected to pass through Canberra quickly as it moved east towards the coast.
The incident map for the ACT Emergency Services Agency showed powerlines in Narrabundah and Bruce were down following the storm.
It also showed car accidents near Pialligo and Macquarie.
A spokeswoman said the agency had so far received 14 calls regarding storm damage.
ActewAGL said unplanned outages affecting Coolamon Court and the suburbs of Duffy, Holder, Rivett, Stirling and Weston had been resolved.
Meanwhile, Melbourne has been placed on flood watch ahead of storms that could deliver more rain than April's total average rainfall.
The Bureau of Meteorology predicts up to 60 millimetres could fall in Melbourne, with areas including the Dandenong Ranges and Yarra Valley braced to cop as much as 80 millimetres.
The Victorian snow fields also reported their first snow of the season.
