Police first recieved information about suspicious activity in the Fisher home in October last year, and a second such tip-off, five months later, prompted further investigation.

A hidden camera was placed out the front of the home, which allegedly recorded the cars of two men - Tomislav Tomas, 40, and Zoran Milenkovic, 40 - coming and going from the property on an almost-daily basis.

Police went to the home, and saw the blinds were fully closed, with a double layer of fabric drawn behind the curtains.

A wooden board could also be seen behind the curtains, court documents allege.

The air conditioning was running, despite the cold weather and the lack of occupants.

Last week, police installed another hidden camera at the back of the home.

It allegedly showed the pair going inside the home on Friday and Saturday.

On Saturday, it is alleged they took 10 black coloured garbage bags from the back door and put them in the tray of a ute.

Five minutes later, police pounced and arrested both men.

They found an estimated 34 cannabis plants inside, spread across every room of the house except the laundry, bathroom, and toilet.

The rooms allegedly had sophisticated lighting, irrigation, climate control, and exhaust systems, while plastic sheeting was attached to all four walls, the roof, and the floor.

Police allege they found 30 kilograms of cannabis bud in garbage bins near drying beds inside one of the rooms.

A list of handwritten instructions, setting out a detailed, week-to-week process for cultivation, were also allegedly found in a hallway.

It allegedly described what chemicals were to be used at different times in the grow cycle, as well as how to set timers for irrigation.

The pair were arrested, charged, and brought before the ACT Magistrates Court on Monday.

They faced Special Magistrate Maria Doogan and applied for bail, but were refused.

The matter will come before the court again at a later date.
