The teenage boy was riding across the intersection of Iron Knob and Newcastle streets at about 2.30pm, when he was hit by a silver car and knocked to the ground.
The female driver left her car to check on the condition of the cyclist but did not give him her details or report it to the police.
All collisions within the ACT must be reported to police within 24 hours as part of a statutory reporting requirement.
A spokesperson for ACT Policing said they would like to speak to the owner of the silver car and have asked anyone with information to get in touch via Crime Stoppers, on 1800 333 000 or via www.act.crimestoppers.com.au.
