Heavily redacted documents obtained through a freedom-of-information request by the Sunday Canberra Times reveal some of the circumstances behind eight established use of force breaches reported in the ACT Policing 2013-14 Annual Report late last year.

Three "serious" breaches were established along with another five considered to be of a "non-serious nature".

One of the serious breaches involved an AFP officer punching a drunken man in the face before twisting his arm with force despite no resistance or provocation.

The professional standards adjudicator said the "actions demonstrated a lack of professionalism and judgement".

The adjudicator said the "actions not only undermine his own integrity, accountability and credibility as an AFP appointee, but also have the very real potential to damage the good reputation of the AFP".

The police officer's employment was subsequently terminated.

A forceful arrest and bungled handling of a report in a McDonald's car park in Dickson were details contained in another serious use of force breach.

A report said if the police officer had approached the situation with "de-escalation as the primary goal, the outcome may have been different".

After the arrest, the officer failed to make notes or a timely report of the incident.

The ACT Policing member later admitted making up the case report from memory.

The report concluded the police officer "seriously breached the professional standards of the AFP, when he used excessive force in the arrest" and counselling was recommended.

Meanwhile the third serious breach related to a domestic disturbance at 4.30am where several police officers attended.

As the man was taken into custody there was a struggle.

One of the police officers punched the man in the neck several times before the man turned his head and was punched in the nose.

Police offered the man treatment from the ACT Ambulance Service but he declined.

The adjudicator offered the following suggestion to the Chief Police Officer Rudi Lammers regarding the ACT Policing member doing the punching.

"[I]n considering this matter and an extensive history of similar matters having been investigated by PRS, may (sic) come to the conclusion that [the officer] harbours a propensity towards hard policing action and that it may be timely to look at utilising the skills of this officer in a non-front-line role to give him an opportunity to take a rest from the rigours such policing brings," the adjudicator said.

An ACT Policing spokesman said it was not the first time breaches of conduct were made public but it was the first time a break down of established breaches had been provided.

The 2013-14 annual report shows the highest number of serious use of force breaches of any of the past five reports.
