The industry group will also call for territory-wide exclusions for problem gamblers, in a five-point plan to tackle problem gambling to be released on Tuesday. They will also launch a gambling harm advisory taskforce.
Clubs ACT head Gwyn Rees said the industry would "no longer be the foxes in charge of the hen house".
"We accept the community has a trust issue with clubs when it comes to the management of problem gambling," Mr Rees said.
"The problem gambling intervention officer will be independent and should be independently appointed by the government.
"This role should be tasked with signing off on the exclusion process and signing off when someone wishes to return to a gambling environment.
"The gambling contact role officer would be maintained, this would be something different, something additional."
The ACT government's levy on gross gaming revenue increased from 0.6 per cent to 0.75 per cent on July 1, with additional funds to go into helping problem gamblers.
Mr Rees also said it was not enough to restrict problem gamblers from just one venue either.
"If you are a problem gambler, your exclusion should be territory-wide. It is not enough to exclude from one venue, the risk of harm is a price that is too high. People who exclude, should be excluded from all venues, whether it is a pub, TAB, casino or a club," Mr Rees said.
Clubs ACT represents 70 per cent of the city's clubs, including some of the biggest groups - the Raiders, the Vikings, the Southern Cross club, and the Ainslie football club.
The group also wants to stop the casino from getting poker machines and prevent casino-style games coming into clubs, and cap the number of machines in any one venue at 280.
However Clubs ACT is an outspoken opponent ACT government proposal to ban eftpos cash-outs in clubs as a harm minimisation measure for problem gamblers.
The move comes after research by the Australian Gambling Research Centre and the Australian institute of Family Studies found staff were struggling to reconcile their customer service and harm minimisation roles in poker machine venues.
