Liberal volunteers were handing out how-to-vote cards at prepoll voting stations on Friday that included ''authorisation'' details on the main page that described how to vote for Senate contender Zed Seselja, Fraser candidate Elizabeth Lee and Canberra hopeful Tom Sefton.
But the flip side, which urged voters to ''choose change'', did not include the authorisation.
Authorisation material includes the name of the authorising party officer, a street address and the name of the relevant political party.
In a complaint to the Australian Electoral Commission, ACT Labor Party secretary Elias Hallaj said the how-to-vote cards should contain authorisation information on each printed face - not just the front.
He said that earlier Liberal how-to-vote letters in some suburbs had not included an authorisation on the main face.
He urged the Electoral Commission to take action to ensure the Liberal Party stopped distributing offending material.
A spokeswoman for Mr Seselja said advice had been received that the cards being distributed at prepoll stations complied with the Electoral Act because only one side contained how-to-vote information.
An electoral commission spokesman said he was unable to comment on communications or complaints received by the commission.
