Police had conducted a manhunt for Daniel Scott Williams, 40, across the territory for the past fortnight.
He was arrested at a Downer property on Thursday morning and did not apply for bail when brought before Special Magistrate Margaret Hunter in the ACT Magistrates Court.
Williams, of Downer, served about 14 years in jail for his role in the 1997 murder of Ulrike Conway.
Mrs Conway was found dead from a heroin overdose in her Evatt home on Sunday, May 4, 1997.
Williams and his accomplice Barry Steer had been promised $15,000 to kill Mrs Conway by her estranged husband, Australian Federal Police officer John Terence Conway, and his girlfriend, Kathy Marie McFie.
The two killers received reduced sentences of 27 years with a non-parole periods of 18 years, which were reduced by one-third to 12 years, after they agreed to give evidence against Conway and McFie.
Steer died in prison in 2000.
Williams' full sentence expires in 2017, but he was granted parole in 2012.
He was locked up again in 2013 after breaching his release conditions.
Court documents, tendered in the Magistrates Court on Thursday, stated Williams had again been granted parole in June.
A condition of his release was that he must undergo drug and alcohol testing.
On November 13, ACT Supreme Court judge Justice Hilary Penfold was presented with information outlining suspicions that Williams had breached the conditions.
She issued a warrant for his arrest.
Police spent the next 12 days searching for Williams, including the Downer address listed with Corrective Services.
Court documents said police believed Williams had been aware of the alleged breach and had been actively avoiding arrest.
Upon his arrest, Williams allegedly confirmed he had briefly fled the territory to evade capture.
Prosecutor Anthony Williamson on Thursday was granted an application to keep Williams in custody until he could face the parole board in December.
Mr Williamson also said Williams had made a number of comments to his parole officer when he entered the court, which included the term "dog".
