ACT Policing arrested a 20-year-old Watson man after the incident around 4:30pm on Wednesday in Campbell.
Police said the Watson man was driving a white ute when he collided with the elderly man's car.
The older man attempted to talk to the ute driver, which sparked an argument between the men.
The younger man then allegedly dragged the 79-year-old man about 30 metres from Anzac Parade to Limestone Avenue while driving his ute, and then fled the scene.
The older man suffered abrasions and was taken to Calvary Hospital by ambulance, police said.
The 20-year-old was arrested and taken to the ACT Watch House.
He was charged with aggravated and dangerous driving and will face the ACT Magistrates Court on November 19.
Police are urging witnesses to contact Crime Stoppers on 1800 333 000, or at www.act.crimestoppers.com.au.
