Firefighters, police officers and ambulance intensive care paramedics were called to the scene on Wollongong Street.
Staff reported coming down with headaches before firefighters were called about 1.30pm.
The Emergency Services Agency said firefighters found the odour was coming from a building being used for storage.
"The source of the smell has been confirmed as chlorine granules," an ESA spokesman said.
"Air monitoring was conducted before people evacuated from nearby buildings were permitted back inside."
