Ms Gallagher says the Opposition Leader's response to a report calling for a larger Legislative Assembly is an attack on the ACT electoral commissioner and the expert panel behind the review.
Mr Hanson, who says he will only support an increase to 25 MLAs in 2016 if there is a "compelling" argument to do so, said Ms Gallagher's comments were "nonsense".
The Opposition Leader said on Wednesday he would not be rushed into a decision on the proposal and if the debate were to be brought into the next assembly sitting he would not support the review's findings.
The independent review, chaired by electoral commissioner Phil Green, has recommended the ACT Legislative Assembly increase to 25 MLAs across five electorates in 2016 and to 35 members across five electorates in either 2020 or 2024.
The report found Canberrans were under-represented across the board compared to similar-sized jurisdictions and that keeping the number of MLAs at 17 ''poses a significant risk to good government in the ACT''.
But Mr Hanson said he was not yet convinced by the recommendations and it was not surprising the panel had supported "exactly what Katy Gallagher wants at the next election''.
Ms Gallagher said the Opposition Leader's remarks "attacked the electoral commissioner and four upstanding citizens of Canberra".
"Since he's been in the job [of Opposition Leader] I just don't know that he's stood for anything at all," she said.
"He must be afraid to make a decision on anything.
"In terms of Jeremy establishing his leadership, he doesn't seem to be able to take a stance on anything."
Mr Hanson said he would make a decision about the review in his own time and refused to be "dictated to" by the Chief Minister.
"The fact is, I'm not going to be rushed by Katy Gallagher," he said.
"She doesn't like that but this is something we will take time to consider.
"In my view, I'm doing the right thing on behalf of the community and she'll try and characterise that because she's trying to score political points."
The Opposition Leader said the view in the Canberra Liberals party room as to whether the territory needed more politicians was mixed.
Former opposition leader Zed Seselja was a supporter of a larger assembly.
"I've taken a stance on a whole range of issues," Mr Hanson said.
"But as I said, this is Katy Gallagher's agenda and in fact my view is slightly different from what Zed Seselja's was."
Mr Hanson and the Chief Minister, however, are in agreement over Ms Gallagher's calls for a pay freeze for MLAs in 2013-14.
The Opposition Leader said on Wednesday he agreed with a submission the Chief Minister had put to the ACT Remuneration Tribunal suggesting that MLAs take no pay increase in the next financial year because of a difficult territory budget.
But Mr Hanson said the government should not use its proposal as an "excuse to drive down public service pay".
