Fewer than half of people (49 per cent) surveyed by Orima last May who had an annual income of less than $50,000 supported an ACT government bid to remove $1 million worth of funding from the industry when surveyed .

But 67 per cent of people who earned more than $200,000 either wholly or partly supported removing funding from the greyhound racing industry.

The polling was released under freedom of information laws in spite of the ACT government initially declaring it could not be released because it was cabinet-in-confidence.

While 67 per cent of the 600 people surveyed indicated their support for scrapping funding for the industry, Canberra Greyhound Racing Club spokesman Kel Watt said the question had been skewed to give the government the answer they wanted.

He claimed framing the funding as a subsidy was inaccurate, as it was money received by the government as part of a licensing agreement with gambling agencies.

"People were deliberately steered towards making a choice only about the removal of funds, rather than their use," Mr Watt said in a statement.

"By failing to give context, such as the funds being used entirely for animal welfare and integrity measures, people had no idea what they were supporting or opposing."

Emails from April 2017 released under freedom of information showed staffers wanted to "test" community views about greyhound racing but did not want to "frame this as a question that would support a ban".

"Maybe something like - 'do you think that's appropriate that the government plans to withdraw approximately $1 million subsidy it currently provides to the industry?' In your view, is that appropriate?" one wrote.

A spokesman for Chief Minister Andrew Barr last year told the Canberra Times the wording of the questions was informed by the advice of the research company.

He said the government's policy position was based on "a variety of information and recommendations other than community perception".

The funding withdrawal predated the ban on the sport in the ACT, due to come into effect in May this year.

The territory decided to pull the funding after NSW decided to ban the sport in 2016. They later backed down on the ban.

The polling showed 98 per cent of people surveyed were not involved in the greyhound racing industry.

No one surveyed owned a greyhound, and only 1 per cent watched, betted on or attended greyhound racing.

The sport had the strongest support in Tuggeranong, where only 52 per cent of people backed the removal of the funding.

Support for the funding cut was strongest in Belconnen and South Canberra (71 per cent).

The funding withdrawal was most vehemently backed by people aged 45 to 54 years (68 per cent), while the lowest levels of support were found in the 18-24 and 55-64 age brackets (61 per cent).
