The four-year alliance between Greens and Labor has achieved most of its aims, the parties' leaders said on Friday, despite the lack of a prison needle exchange and a significantly watered down freedom of information regime.

Chief Minister Andrew Barr and Greens leader Shane Rattenbury appeared at the new Majura solar farm on Friday to give a "final progress report" on the parliamentary agreement the parties struck after the 2012 election.
That Labor/Greens agreement outlined roughly 100 policy items the government would pursue in exchange for the crossbench support it needed to form government.
There is a strong chance that the next ACT election, now less than two months away, will again give the Greens or other crossbenchers a balance-of-power status, and Mr Rattenbury has all but ruled out supporting the Liberals, due to their position on light rail.
Among the key achievements being trumpeted by Labor and the Greens are the significant progress to 100 per cent renewable energy by 2020, the commencement of light rail, the Common Ground housing project for the homeless, establishing a single conservation agency, and banning caged hens and sow stalls.
The two parties have also introduced a car-sharing system, started reform on the tax system, allocated more funding for mental health, installed drinking fountains, and established the auditor-general, electoral commissioner, and ombudsman as officers of the Parliament.
There are areas, however, where the Greens/Labor agreement has either stalled or failed.
The very first item on the agreement was the Greens' proposal for a vastly more open freedom of information regime, which would push out most government documents to the public.
Mr Rattenbury has lobbied for the FoI scheme in the last four years, but Labor would not support his proposal, and instead introduced amendments that significantly weakened the scheme.
The Greens were instead forced to rely on the support of the Liberals to pass many aspects of the bill.
"Ultimately it got up, that's what I was focused on," Mr Rattenbury said on Friday.
"I did have some disagreements with the Attorney-General about the approach we would take on that."
The needle exchange at the ACT's prison has also failed to materialise in the past four years, despite Labor and Greens pushing for it.
More inmates have contracted hepatitis C as time has dragged on.
Mr Rattenbury said "there's still time" for the exchange, and said the government was about to give guards the opportunity to vote on its proposed model.
Mr Barr described the work of the two parties as a "significant achievement" on a substantial and ambitious program of reform.
"It's been a comprehensive program over the past four years," Mr Barr said.
"We've been pleased to be able to work together methodically over a number of budgets to deliver the key outcomes of the parliamentary agreement," he said.
