Police said the children, aged 2 and 6, were sitting in the back passenger seats when they pulled her over.
At about 11.15pm, a member of the public reported to police that a possibly intoxicated woman was driving with children inside.
Police saw a car swerving over the road when they went to the scene at Kerrigan Street in Dunlop. The car came to a stop and police saw the two children in the back seat.
The woman underwent a breath test returning a result of 0.208, more than four times the maximum legal driving limit.
Station sergeant Susan Ball was shocked by the result, saying it "defied belief".
"It's disappointing that anyone would drive while drunk, let alone with two young children in the car," Sergeant Ball said.
The woman was not arrested but will be summonsed to appear in the ACT Magistrates Court at a later date, police said.
