Burma Han was walking home with friends about 5.30am after a night out partying when they were run down.
Authorities were hunting for the white ute - thought to be a Mitsubishi Triton - after it crashed into two teenagers.
The ute fled from Henty Street, just behind the Rex Hotel. Police believe the ute deliberately hit the pair.
CCTV vision shows the vehicle approaching the two teenagers. Police say it appears to accelerate before hitting them and fleeing the scene.
Mr Han is in Prince of Wales Hospital in Sydney, where he is in a serious condition and is receiving specialist care for his head and neck injuries. The other teenager suffered minor injuries, and was being treated in The Canberra Hospital.
Two other men, on the opposite side of the road on a footpath, witnessed the alleged hit and run. They were due to be re-interviewed on Monday.
Police are investigating whether there was any existing link between the teenage victims and the person driving the ute.
''It appears … that the vehicle drove past the location once, and the pedestrians weren't in view at that time on the CCTV. The same vehicle has then [returned] a couple of minutes later, when the pedestrians were [in view of the camera] and then struck the pedestrians,'' Acting Sergeant Graeme Cooper said.
''[The ute] appears to accelerate prior to the collision, which leads to the question about a deliberate act. But it doesn't look like it swerved towards them,'' he said.
Police have a good description of the car from the CCTV footage, and have interviewed two witnesses walking on the other side of the road.
Specialist officers with the Collision Investigation and Reconstruction Team were assessing the scene about 7.30am using laser measurement tools to help reconstruct the crash.
An alert was sent out to all ACT Policing vehicles, with a detailed description of the car.
Police had been unable to take the car's registration or a description of the driver or any passengers from the CCTV footage. They also said they were trying to discover if there was a link between the victims and the driver prior to the incident.
