A senior officer involved in a review of police pursuits has told an inquest existing guidelines were not followed during a chase last year that culminated in the fleeing driver's death.

Timothy Smith-Brown, 24, was killed on September 4 when his Mitsubishi Magna, in an attempt to evade a police car, drove at speed through a red light on Drakeford Drive and crashed into other cars.

The two officers had given chase after their car's automatic camera technology issued an alert that the Mitsubishi may have been unregistered, its driver unlicensed and plates false.

Video from inside the police car was played again in court on Tuesday, and the three-minute lead-up to the crash dissected by lawyers and witnesses.

Counsel assisting the Coroner, Ken Archer, noted information about speed was conveyed through the radio more than a minute into the chase.

Was there compliance with the guidelines? he asked Sergeant Craig McPherson, a 28-year member of ACT Policing, who was involved in a review of pursuit policy and subsequent legislative reform.

He said that under the policy at the time, "there was certainly" information required during the pursuit that wasn't provided. He described as inadequate another radio exchange that said the car was failing to stop.

Sergeant McPherson noted, however that the driver had asked the operator to "stand by", possibly indicating an intent to provide more information.

He said the chase should have been terminated earlier, after the Taverna Street intersection. He said he thought Mr Smith-Brown's driving at that point "would have caused him to reflect on the efficacy" of pursuit.

Under questioning by Rob Bhalla, who appeared for the AFP in the inquest, Sergeant McPherson agreed, however, that the old policy was in parts subjective, and a decision to terminate would depend on circumstances.

Mr Bhalla also suggested to the sergeant it was "common sense" for the officer to prioritise competing requirements of driving and being aware of his surroundings, before turning to communication.

The video has been placed front and centre of the inquest. In it, a radio operator can be heard instructing officers to terminate the pursuit in the moments before the crash at Boddington Crescent.

But there are questions around the syncing of the video, with the audio possibly several seconds ahead of where it should be.

Mr Bhalla pointed to the video, which showed the police car braking the moment the traffic light at the Boddington Crescent intersection comes into view, some distance away. On the video, the radio call to terminate doesn't come through until much closer to the intersection.

If the video wasn't properly synced, he asked Sergeant McPherson, does it change your opinion about the pursuit's compliance with guidelines?

No, he said, and repeated his belief the pursuit should have been terminated earlier, at the Taverna Street intersection.

An internal police review found in this case that the pursuit had "substantially complied" with guidelines, the second category in a three-tiered system between "fully" and "partially" complied.

Sergeant McPherson had earlier said it was an extremely rare outcome of pursuits for a fleeing driver to stop. It was far more common, he said, for it to end in termination by police, by the driver getting away or in a crash.

ACT Policing's pursuit policy was changed earlier this year.

Under the new "limited pursuit" policy, police are to initiate pursuits only when there is a serious risk to public safety that outweighs the risk of pursuit.

Sergeant McPherson said if the new policy was in place at the time of this pursuit, the officers would not have been authorised to initiate a chase, because there was no information the driver was going to cause harm.

The policy change was underpinned by legislative reform, which introduced harsher penalties for those evading police, and placed greater responsibility on car owners to disclose who was driving.

The hearing continues before Coroner Peter Morrison.
