Over the past two years, Chief Minister Andrew Barr has progressively pushed back landmark projects, and last week, he dismayed the sporting community when he added the stadium to projects that now look unlikely to see the light of day.

A stadium would not be built unless the ACT gained an A-League soccer team, was well as keeping the Brumbies, Mr Barr said, setting the bar higher than he has done before.

In the latest setback, the Australian National University has now rejected overtures to expand its planned 25 metre pool into a full 50 metre pool in partnership with the government as a replacement for the city pool on Constitution Avenue.

In February, the government retreated from a new convention centre, one of the projects most strongly supported by the business community. The stadium was to be built on the site of the city pool, and the convention centre was to sit atop a site on City Hill alongside Commonwealth Avenue.

But in its budget review the government removed $8 million of funding for an investment-ready proposal for the Australia Forum, blaming the federal government for lack of interest.

Land Development Agency chief executive David Dawes said on Friday there was no current work on the city stadium and no current active work on the Australia Forum.

The future of the pool is also unclear.

"Although the long term future of the Canberra Olympic Pool remains unclear, the ACT Government is committed to ensuring the Canberra Olympic Pool continues to operate for as long as it remains viable," Mr Dawes said when asked for an update on proposals for a new pool.

The original plan for a new 50 metre pool on the lakeside near West Basin is unlikely to materialise, with the government citing the prohibitive cost and engineering of a deep and large pool beside the lake. It had $400,000 in the current budget to investigate alternative locations for the full-size pool, with a smaller, leisure pool proposed instead for the lake location. The focus turned briefly to the ANU, but that possibility is now off the agenda.

The major plank in the City to the Lake project is the lowering of Parkes Way to create easy access over the top of the arterial road to the lake. That project has also run into trouble, but Mr Dawes said overcoming the barrier of Parkes Way remained a priority.

The government was "undertaking research and analysis of potential options to achieve this end", he said. "We are still in the preliminary planning phase and no advice has gone to government for a decision."

In 2015 Mr Barr said the government would put a bid to Infrastructure Australia for Parkes Way funding, but Infrastructure Australia confirmed last week it had received no proposal.

A 2015 study found that none of the tunnelling and decking options for creating a landbridge over Parkes Way stood up on a cost-benefit analysis.

Land sales are still scheduled, but for the next three years the sales are all on the City Hill side of Parkes Way (around London Circuit and to the west of Commonwealth Avenue). The land release program, which might change when the budget is released in June, shows land being released for 200 apartments and 6000 square metres of commercial space in the coming financial year.

Mr Dawes said any land release at West Basin itself was "some time away" and detailed planning for the West Basin estate was yet to begin.

"An agreed solution for realigning Parkes Way is required before this work can begin," Mr Dawes said.

Meantime, the government is reclaiming part of the lakefront at West Basin to build a boardwalk and park, with the first 150 metre boardwalk and Point Park already underway.

Mr Dawes said construction of another 500 metres of boardwalk, more lake reclamation, a waterfront promenade and access roads, and the upgrade of the Corkhill and Albert Street intersections with Commonwealth Avenue were subject to funding in future budgets.
