Earlier and outside court, police said they had gone to the resource centre following a phone tip-off.

On arrival about 12.30pm Saturday, they found about 100kg of what they believed was cannabis, and closed the centre to the public.

Officers arrested Dac Ho, 55, and he fronted the ACT Magistrates Court on Monday charged with possession of a prohibited substance.

Ho applied for bail, but it was opposed by the prosecution.

Ho's Legal Aid lawyer said Ho lived in Kingsgrove in Sydney with his wife and child, and could offer up to a $10,000 surety to the court.

But the prosecutor said investigations were ongoing. Police were looking to search his van, and expected to find more cannabis.

She said the cannabis officers found at the tip had been stripped of the buds, and there was a risk of Ho interfering with evidence or hindering the police investigation if he were to be released.

The court heard a fresh charge was expected relating to the cannabis find.

Magistrate Karen Fryar refused bail.

"There's compelling evidence that there's something further going on in relation to this incident," she said. "I am concerned if the defendant was released on bail he would interfere with evidence."

The matter is due to return to court in September.
