A 41-year-old Narrabundah woman has been charged with acts endangering lives and 41-year-old Narrabundah man has been charged with common assault after the incident.
An ACT Policing spokesman said three people had ordered food at the Flinders Way store about 7.45pm.
"The debit card used to pay for the food was declined and the trio then left the store without paying for the food items," he said.
"The manager of the Subway store then followed the trio from the store and took two paper bags containing the food items from a female. He was then punched twice by one of the two males."
The group was seen driving away in a white Holden Commodore.
Police said the woman returned about 9pm, and was seen lighting a piece of paper protruding from a bottle, which was then thrown at the store.
"The bottle exploded, however did not ignite the rest of the substance within the bottle," the spokesman said. "No one was injured."
The man and woman were taken to the ACT Watch House, from where they were later released on bail to appear in court next month.
Police are appealing for anyone who witnessed the assault to contact Crime Stoppers on 1800 333 000 or at www.act.crimestoppers.com.au.
