Emin Yavuz, 24, was arrested after Customs seized a package of 50 grams of amphetamine, which was being sent to a Canberra post office box last year.
Authorities replaced the drugs with an inert substance, and allowed Yavuz to pick it up.
Police then raided Yavuz’s home, where they found a list of 11 tracking numbers, fake licenses, and keys to post office boxes across the city.
He was arrested in December and charged with drug offences, as investigations into the extent of his alleged drug importation continued.
Authorities then seized more packages destined to other post office boxes, and attempted to track other consignment numbers for deliveries coming from The Netherlands and China.
In his last court appearance on Christmas Eve, Yavuz was charged with another two offences.
Yavuz appeared again on Tuesday, and the Commonwealth prosecution laid another 18 charges of importing a marketable quantity of a border controlled drug, on a series of dates between September 10 and December 20.
He is accused of importing cocaine and MDMA, and each charge carries a maximum penalty of 25 years.
The court heard on Tuesday that another four charges were expected to be laid.
Yavuz has not entered pleas yet, and his lawyer Kamy Saeedi asked that the now ‘‘major case’’ be allowed to progress without his client doing so.
Mr Saeedi said he had not yet seen the brief of evidence from the Commonwealth, which prosecutors said was being ‘‘actively completed’’.
Yavuz is expected to make a bail application in early February.
The case will come back before Magistrate Beth Campbell in March.
