That's one of the reasons he and his wife Maryanne will consider the NSW government's offer to knock down the Mr Fluffy house that has been their home for nearly three decades and rebuild on the same site.

The Bresniks were among affected Queanbeyan residents weighing their options under the NSW government's buyback and demolition scheme announced on Monday.

The government vowed to spend up to $250 million on a voluntary scheme that could allow more than 500 affected homeowners to keep their land and rebuild.

Unlike ACT Mr Fluffy owners, who will have to buy their land back at increased market value, under the NSW scheme residents can opt to keep their land following demolition and remediation.

Mr Bresnik, who first discovered his family home contained pure amosite in 1991, said he would look to rebuild but awaited more details of the scheme.

"At the end of the day it gives us the ability to have the choice," Mr Bresnik said.

"I was always hopeful this would be the result but I feel for the ACT blokes who don't have the same option."

Mr Bresnik said his main concerns about the scheme revolved around provisions for rental assistance and furniture storage while a new home was rebuilt.

"We have to see the fine print. We may even reach a point where we read the fine print and say 'We're done' and just go and find something smaller."

The NSW decision came days before the ACT government releases the full addresses of 1021 Mr Fluffy properties in the territory after the end of the opt-in period for its buy-back scheme.

Fifty-six Mr Fluffy properties have now been identified in Queanbeyan, which includes a block of 38 apartments and 18 free-standing houses.

Monaro MP John Barilaro said the announcement ended three decades of uncertainty for those owners.

He said the government had "reacted and learned" from the ACT's response and welcomed the NSW scheme's flexibility.

Fluffy Owners and Residents Action Group founder Brianna Heseltine felt "overwhelming elation" that the NSW government had finally moved on the scheme for residents "in the worst bind".

"People in Queanbeyan have suffered in silence for decades with no funding to deal with the issue of living under toxic roofs, fearing for their health and safety, but also knowing they can't talk about the problem because if they do they could have banks foreclose on their mortgages."

Queanbeyan homeowners Petra Wiesner and Kieran Ferris felt "relieved" and would probably choose to sell their house, which they had rented out, and not retain the block of land.

"We're glad this has happened today so it can be solved and resolved and it's not going to be pushed on to another generation," Mr Ferris said.

Ms Wiesner said while the couple would have liked to have seen something sooner, they recognised the practicalities involved.

"It's a much more humane situation than many in the ACT faced at the same time for them, so we are very grateful that the NSW government has put this option on the table."

ACT Opposition Treasurer Brendan Smyth said the territory's buyback scheme should have had the same flexibility to allow residents to return to their own blocks of land.

But Ms Heseltine said while some ACT residents who compared the scheme could think they had been short-changed, that wasn't the case.

"When people in NSW realise they have to rebuild homes they're going to realise that they get bought out at a price to replace the existing house which won't be enough to build a new home."

Queanbeyan mayor Tim Overall said the scheme was a long time coming but he believed it was a fair outcome for property owners.
