The authority is asking consultants to find it new income streams from events and other activities in the spaces it manages, which could pour cash into the agency by becoming venues for other large outdoor festivals and concerts, kiosks, cafes, and walking tours.

Budget constraints have long raised questions about the resources of the 70-strong authority, which manages the Parliamentary Triangle precinct, Lake Burley Griffin and areas to the west of Parliament House.

The agency wants contractors to identify demand for events its land could host, any impediments to the activities, and to assess whether they were appropriate and estimate the revenue they could bring.

The NCA-managed Commonwealth Park recently hosted 25,000 people at music, food and art festival Spilt Milk, while Floriade has run yearly at the venue since 1988.

The authority asked potential contractors for recommendations supporting events on the land it manages, saying it wants to attract visitors and enliven the precinct.

Among potential events it suggested consultants could identify locations for were weddings in an all-weather building suitable for a reception, guided and self-guided walking tours, self-guided cycling tours, camping or glamping, kiosks, cafes and pop-up sites.

Fox Meets Bear owner Jessica Bills, whose business pitches bell tents on "glampsites" for customers, said glamping had caught on in the ACT and would be popular at NCA-managed parks.

"I can't see why not. We're extremely lucky here in Canberra we have lush parks and open spaces, on our doorstop," she said.

The design of NCA venue sites stopped many organisers holding potential events on authority-managed land, requiring them to bring in their own equipment and services, the agency said.

"NCA have also been contacted with enquiries to hold various high profile entertainers who could attract large audiences, however of these, many events are not able to be accommodated due to lack of availability of the appropriate venue at the time or lack of infrastructure," it said.

Underground services were damaged, event set-ups were makeshift and uncoordinated, and trees, turf, irrigation, light poles and other infrastructure sustained extensive damage because of the sites' design.

The NCA told consultants considering a bid to run the study that infrastructure needed upgrading to attract more events that offered more revenue and to reduce the damage they caused.

An NCA spokeswoman said it was looking at new ways to "activate" Canberra through the use of agency-managed public spaces.

The NCA has to approve events on its land hosted by external organisations.

"As the demand for use of NCA-managed land and venues for events increases, so too does the need to evaluate how to provide high quality facilities and amenities," she said.

"The NCA is seeking expert advice to ensure the best use of land and amenities in line with their heritage values and national significance."

Consultants would finish their final report on events venues for NCA land by August under the contract.
