And a review of the ACT child sex offenders register found it was filled with minor administrative errors.
ACT Policing declined to comment on the findings of the ACT Ombudsman's annual report.
A spokesman said they could not comment on another agency's annual report and further information would have to be requested under Freedom of Information.
But in the annual report ACT Policing addressed concerns raised by the Ombudsman about insufficient records about surveillance.
''ACT Policing advised that in future the relevant records will be on file.''
It said more frequent checks of the sex offenders register would reduce errors. ''ACT Policing advised that it had corrected each of these errors and reviewed its work practices to reduce future occurrences.''
The ACT Ombudsman is required to monitor ACT Policing compliance with the Child Sex Offenders Act and Surveillance Devices Act as part of oversights required for covert and intrusive powers.
Questions to the Ombudsman's office were not answered by deadline but the report praises the police response. ''ACT Policing has been responsive to our inspection findings and has taken steps to improve its compliance with legislation.''
