Working with the Sydney-based Greyhound Rescue Dr Gibbon fosters dogs including 11-year-old Hughie who came to the charity in an "appalling" "emaciated" condition after adopting her pet greyhound Opie when he was dumped as a six-month-old pup.

Dr Gibbon said the contempt trainers who practiced live baiting showed for small animals posed questions about how they treated greyhounds that failed to win races.

"We have greyhounds coming into rescue who refuse to chase, they have no prey drive or are too slow," she said.

"Those greyhounds usually end up dead and sometimes in horrific circumstances."

Dr Gibbon said the charity estimated less than 3 per cent of greyhounds bred for racing were rehomed.

While she admitted retraining "blooded" dogs was more challenging for foster carers she said most were eventually able to live in harmony with other animals.

In the ACT all rescued greyhounds dogs go through a five-week obedience course at the pound before they are allowed to walk without a muzzle.

She was concerned the brutal footage would turn off potential foster carers and owners.

"Greyhounds are very gentle dogs we've got many greyhounds that live in harmony with cats and chickens and babies," she said.

"We believe all greyhounds can become absolutely beautiful pets.

"Greyhounds were bred as companion animals for nobility they are not a savage breed."

Dr Gibbon said she doesn't understand why the "archaic" racing was still allowed in Australia as the amount of options available for gambling increased.

"Those of us that see and work with the other end of the racing industry feel strongly that there is no place in Australia for the exploitation of animals for the purposes of making money and gambling," she said.

Dr Gibbon said some greyhounds fostered in Canberra came from the ACT and Yass but the majority were from Sydney.
