The centre (AJC) was designed to provide and co-ordinate support for Aboriginal and Torres Strait Islander people dealing with the ACT court system.

But the ACT government ended its funding agreement prematurely in July last year, saying the centre was failing to deliver what it was supposed to.

Attorney-General Simon Corbell said the AJC lacked proper financial management and reporting.

"I was disappointed at the need for the government to terminate its service funding agreement with the AJC," he said.

Mr Corbell said the government was working with another community organisation to provide the services in the interim, until the government delivers its new Aboriginal and Torres Strait Islander justice service delivery model.

"The ACT government is seeking to ensure that these types of services will be made available to the community with minimal disruption," he said.

ACT Council of Social Service director Susan Helyar called on the government to put ongoing service arrangements in place urgently.

She encouraged the government to speed up its public announcement of where all of the funds given to the AJC would now go.

"Any reduction in services risks widening the [access to justice] gap, so it is critical that ongoing service arrangements are put in place as a matter of urgency and the public is informed of these funding decisions as soon as possible," she said.

"The ACT government has extended funding to another Aboriginal community-controlled specialist justice service (The Aboriginal Legal Service) to pick up some of the services the AJC had been funded to provide,"

"It is essential to continue to fund Aboriginal community-controlled organisations to deliver justice system support services."

Mr Corbell said the government worked hard with the AJC for months to resolve the "significant issues" before the funding agreement was terminated.

He said he recognised the need for services like those the AJC was supposed to deliver.

"The need for co-ordinated services for the Aboriginal and Torres Strait Islander people, and the need for practical and emotional support provided to people in the criminal justice system, has not changed," he said.

The Aboriginal Legal Service, which represents for Aboriginal and Torres Strait Islander people through the courts, is currently facing federal funding cuts.

It will be forced to find $3 million in savings f from its NSW-ACT budget by June.

The service says that is likely to force staff cuts and reduce the level of support it can provide.

Ms Helyar said it was a "huge concern" that funds available through the Indigenous Advancement Strategy grant rounds were significantly cut in the 2014-15 federal budget.

She said many services in the ACT had sought funding through those grants.

Legal Aid is also facing federal funding cuts that will stretch the organisation even further.

The ACT government has consistently said it was not in a position to replace federal funding cuts to such organisations.

Ms Helyar said community-managed services were also facing a different set of challenges in Canberra.

She said that was brought by increasing financial and regulatory compliance requirements, difficulties in filling governance positions, and the costs of obtaining staff who could work with people facing complex problems and multi-level support.

"Both Aboriginal and non-Aboriginal services face these same issues," she said.

"Smaller organisations are especially vulnerable in this environment, but even large organisations struggle to deal with these challenges."
