Cam Massey, 28, was arrested after he allegedly fled police who were called to a unit complex in Berrigan Crescent, O'Connor, in response to a report of a suspicious vehicle in an underground carpark shortly before 2am on Thursday.

Massey was charged with trafficking methylamphetamine, possessing a prohibited weapon and possessing stolen property when he appeared in the ACT Magistrates Court on Thursday.

He has not yet entered pleas.

Court documents said officers heard heavy foot steps inside when they arrived at the carpark and noticed two men running towards an orange Subaru Impreza through the roller door.

They suspected the men had stolen a car and were trying to evade police, court documents said.

The officers allegedly ran after Massey as he fled, dropping a satchel on the stairs, and arrested him a few minutes later.

Massey was searched and police said they seized a mobile phone stun-gun, an ice pipe and a Subaru and Nissan car key.

They later went through the satchel and seized $3640 cash, eight grams of methylamphetamine, several pills and clip-seal bags, police allege.

Court documents said Massey later admitted to police the bag belonged to him.

Officers who inspected the Subaru Impreza said they noticed the car had mismatched NSW registration plates and a large amount of property on the back seat.

Police checks allegedly revealed the car had been stolen from Queanbeyan in September.

Massey's application for bail was opposed by prosecutors on grounds he would reoffend or fail to appear in court.

His Legal Aid duty defence lawyer said the alleged offences had been a case of "wrong place, wrong time".

She said he had another matter before court in NSW over an alleged failure to appear at court.

The court heard he had been working to earn enough money to pay a lawyer, given he was not eligible for legal aid in NSW, before he handed himself in to authorities to face the charge.

The prosecutor noted Massey had a significant criminal history in the ACT and NSW for his age, and there was a strong likelihood he would continue to commit crimes if released.

Magistrate Glenn Theakston refused bail. Massey will face court again later this month.

Police said in a statement they still seek to identify the second man, described as between 175 centimetres and 180 centimetres tall with dark, curly, unkempt hair and facial stubble. At the time he was wearing a dark hooded top, a cap and dark pants.
