They said in a statement that the teenager had been waiting at the bus stop on Heagney Crescent, when a man wearing a dark cloth over his face approached her about 7.55pm on June 24.
He offered to drop the girl at the Chisholm shopping precinct in his car, but she ignored the man and left.
ACT Policing said the man pulled the fabric down from his face when he approached the girl, did not threaten the girl during the incident and there was no indication he intended to harm her.
He has been described as being African in appearance, aged in his mid 40s, approximately 160cm tall and of medium build. He was wearing a dark jumper and track pants with white stripes down the side at the time of the incident.
Detectives would like anyone who may know the man or any witnesses to contact Crime Stoppers on 1800 333 000 or at www.act.crimestoppers.com.au. Information can be provided anonymously.
