Bendora, Cotter and Googong Dams are 100 per cent full after five months of above average rainfall this year. Corin Dam is at 95.4 per cent capacity.
The ACT's catchments currently hold close to 275 gigalitres of water after more than 643 millimetres of rain this year.
Icon Water's acting general manager of asset management Cameron Patrick said our dams have "never stored this much water before"
"This is the first time since the enlarged Cotter Dam was completed that Icon Water will potentially be at 100 per cent storage capacity levels," he said.
"The last time Icon Water was at 100 per cent storage capacity levels, prior to the completion of the enlarged Cotter Dam was September 2012. Prior to September 2012, it was November 1998."
Dependant on rainfall, Mr Patrick said the ACT's water storage levels will reach 100 per cent capacity within the next two weeks.
"When we reach 100 per cent capacity, we will be holding over half the volume of water in Sydney Harbour or roughly 111,135 Olympic swimming pools," he said.
"The current volume of water in storage is equivalent to about five years' total Canberra and Queanbeyan's consumption."
The largest of the ACT's dams, Googong Dam reached capacity on June 6 this year. Cotter Dam followed on July 8 and Bendora Dam hit 100 per cent on August 2.
But the above-average rainfall has wreaked havoc on the territory's roads.
Workers have filled more than 2100 potholes in the past three months, 1100 potholes were filled in during September alone.
A Roads ACT spokesman said recent heavy rains had led to the increase in the number of reported potholes and the government asked the public for their patience while the repair work was completed.
"Requests to fix potholes are passed to our work crews as quickly as possible," he said.
"Most potholes are filled within a few days of our crew receiving the information.
"We aim to fill dangerous potholes, such as those reported on high use or high speed roads, within four hours."
The government said Roads ACT had teams continually patrolling roads to identify repairs, but the public was encouraged to report potholes by calling Access Canberra on 13 22 81 or submitting a "fix my street" form through the Access Canberra website.
