RSPCA chief executive officer Tammy Ven Dange used a brief appearance at the Legislative Assembly's estimates committee on Friday morning to urge the government to end its $1 million annual funding to the local industry.

Ms Ven Dange aired a series of statistics that called into question the community benefit of the ACT greyhound industry, and suggested links with the live baiting scandal interstate.

She said the RSPCA analysed 784 races in the ACT between 2011 and 2015.

The vast majority of trainers, or roughly 93 per cent, were from NSW, she said.

Just 24 of the roughly 400 trainers involved were from the ACT, and there were only 12 locally-based trainers in 2015.

She said a greyhound which won a major ACT race had been later suspended for live baiting.

Ms Ven Dange told the committee that a former NSW greyhound chief steward - who had been found to have directed others to produce misleading injury records - had been in charge of 11 ACT-based races.

At least seven trainers from NSW and one from Victoria with links to live baiting have raced in the ACT, she said.

"These facts cannot be ignored," Ms Ven Dange told the committee.

"Up to this point the ACT government has led the way in animal welfare legislation across the country, proving that not only can this be done, but that the lives of animals indeed matter," she said.

"The continued funding of over $1 million a year to this industry goes against everything else this territory has done as a leader in the animal welfare industry."

"And we'd encourage you to review these arrangements in light of this information we've provided today."

Minister for Gaming and Racing Mick Gentleman said there had been no reports of live baiting in the ACT, and said the government's current position was to maintain support to the industry.

But he signalled that would be reviewed ahead of the expiration of a memorandum of understanding with the industry, which ends in June 2017.

"An evaluation of the MoU's effectiveness prior to its expiry may provide an opportunity to review existing arrangements between the parties," Mr Gentleman said.

Mr Gentleman said the local greyhound industry provided "economic and social contributions to the ACT", including, for example, charity and community events.

"Like other racing codes, greyhound racing contributes to the ACT economy in various ways including through the employment of local people and generation of activity from infrastructure maintenance," he said.

"Indirect contributions flow from attracting visitors to the region to attend races and events."

Ms Ven Dange questioned where the $1 million of government funding was going, given there were only 12 local trainers in 2015.

Previously, concerns have also been raised about the lack of government regulation of the industry, and a reliance on Greyhound Racing NSW to oversee ACT greyhound licensing and investigations.

Mr Gentleman said the Canberra Greyhound Racing Club's racing had "appropriate governance and integrity measures in place".

He said the ACT's independent regulator, the Gambling and Racing Commission, had increased its presence across training, trials and race meets.
