But the ACT government is not considering a territory-wide ban and the Canberra Greyhound Racing Club says it has not received any welfare complaints.

RSPCA ACT chief executive officer Tammy Ven Dange said the industry provided no economic benefit to the ACT and the money could be better spent elsewhere.

"It's just ridiculous taxpayers are holding up an industry that can't survive on its own, is providing no economic benefit to the community and is notoriously bad at protecting the welfare of animals," she said.

Taxpayers forked out $978,375 to subsidise the industry in the 2013-14 year. A 2011 government report showed the return was $472,984, plus five jobs.

The ACT government has committed to funding the Canberra Greyhound Racing Club, which does not pay industry taxes, until 2016-2017.

"If the industry can't survive without subsidies, why should we bother?" Ms Ven Dange said.

"It just makes sense when there's so many other worthy causes that could use the money instead. If that shuts down the industry by default, oh well."

Ms Ven Dange said the RSPCA ACT had received numerous calls about the sorts of animal welfare issues plaguing other states, including live baiting and an over-supply of dogs, but not enough evidence to take legal action.

"To think Canberra is immune to it is silly, especially when we are getting enough calls to say it does exist," she said.

"Even though it might not be every trainer and every owner, the fact is, there's enough going on. It's just a nasty industry to begin with."

Chief Minister Andrew Barr said the government was not considering an ACT-wide ban on greyhound racing.

He said the government was working to reduce taxpayer subsidies to the three racing codes but that animal cruelty issues hadn't been found in Canberra.

"This does require a unified approach from all states and territories and regulatory bodies across the country to ensure that the industry operates in a way that the public would expect it to operate," Mr Barr said.

"I respect the position that the RSPCA puts on this matter and I understand the reasons behind it and I am sympathetic. I think an outright ban in the territory is, at this point, a step too far. Certainly the industry needs to lift its game.

"Right now I'm not going to just agree to the RSPCA's position on day one without having considered all of the issues and wanting to understand the positions of other states and territories."

The RSPCA ACT called for tighter regulation of the greyhound industry in February after an ABC Four Corners investigation into live baiting aired footage of animals being killed in training sessions in Queensland, Victoria and NSW.

Ms Ven Dange said she approached the Canberra Greyhound Racing Club after the investigation aired but had only been emailed a generic media release.

In a statement a club spokeswoman said the club and the ACT Gambling and Racing Commission had not received any complaints about live baiting in the ACT and had approved the installation of the additional security cameras.

The spokeswoman said Greyhounds Australasia was responsible for developing and driving a national approach to greyhound welfare. She said the club supported a "greyhounds as pets" program and was preparing anAction Plan to complement national strategies.

Ms Ven Dange said the ACT could not rely on Greyhound Racing NSW to regulate the ACT industry and the ACT needed its own independent body.

She said her RSPCA NSW counterpart was not aware his state regulated the ACT, despite his involvement in the implementation of changes to the racing industry,

"If we're going to do it properly then we need our own independent body to do it here. How much is that going to cost?"
