Mr Rattenbury has agreed to support the Gallagher government's vital legislation including the annual territory budget, in terms that mirror the agreement with the Greens that propped up Labor between 2008 and this year. The new Greens minister has also agreed that he will not support motions of no-confidence against Ms Gallagher or her ministers except in cases of ''proven corruption, gross negligence, non-adherence'', to the parliamentary agreement or breaches of ministerial codes of conduct.
Mr Rattenbury's membership of cabinet is modelled on arrangements in place in Tasmania which has Greens ministers in a minority Labor government.
While Mr Rattenbury will be a full member of cabinet and bound by its confidentiality rules, he will not be bound by the convention of cabinet solidarity, giving him the right to vote against the government and even be publicly critical of cabinet positions.
But before voting against a position, moving amendments or publicly disagreeing with his colleagues, Mr Rattenbury must advise his fellow ministers and exclude himself from any further cabinet talks on the matter.
''We have had a significant conversation about or desire to work collaboratively,'' he said on Friday.
Ms Gallagher said the guarantee of confidence was the key to the agreement. ''We have sought a very strong commitment around confidence, confidence in the Chief Minister and the other ministers,'' she said.
