The Education Directorate and the Catholic Education Office have predicted they will close their respective nine and eight remaining Schools for All recommendations by the end of December or early next year - some of them more than a year after they were first due.

Implementation of the Schools for All program kicked off in late 2015 following Professor Anthony Shaddock's examination of how ACT schools managed challenging behaviours. The review was commissioned after a public school was found to have used a two-by-two metre cage to contain a 10-year-old boy with autism.

But the Schools for All roll-out has been beset by missed deadlines, which Education Minister Yvette Berry earlier this year attributed to the need for collaboration across several arms of government.

One requirement yet to be closed by the public sector is that government departments work together to ensure children with very challenging behaviours can access settings that provide them with appropriate behavioural support and therapeutic intervention.

The Catholic system and the Education Directorate are also yet to develop resources to help schools engage with the parents and carers of students with complex needs and challenging behaviours.

The September progress update, released publicly on Monday, said Canberra's education sector remained committed to ensuring schools were inclusive and safe for everyone.

The directorate and the Catholic Education Office have closed 40 and 18 recommendations respectively.

A national survey into the experiences of families of children with disabilities was also released this week.

Half of the 22 Canberra families surveyed by University of Melbourne, Macquarie University and Curtin University academics said their school told them their child "wouldn't keep up" with their peers and 45 per cent said they were encouraged to shift their enrolment to a special school.

ACT respondents to the national survey represented only a small portion of children with disability in Canberra. More than 3000 students access disability education programs in public and private schools, an Education Directorate spokeswoman said.

The survey found more than 70 per cent of students nationally had experienced one or more instances of gatekeeping or restrictive practices in schools and education systems. More than 700 students and their families contributed to the research.

Curtin University adjunct associate professor Robert Jackson said Australia had gone backwards in providing an inclusive education to children with disability.

"The data indicates that the number of kids being segregated is increasing, which is directly against what we've signed up to under the United Nations," Dr Jackson said.

"So many parents have been in tears in front of me about what's happening and I just can't believe it."
